How Do Bills Become Australian Law?

A bill is an idea for a new law or a change to an existing law. It is a proposal that is discussed, debated and voted on by our Parliament. Bills can be introduced by Members of Parliament or the government of the day. They are an important part of our democratic system, as they give everyone a chance to have their say on what laws we should have in our country.

What better way to help your students understand how to develop, modify and pass a bill than to go through this process themselves? This inquiry-based flipbook has been created to guide your students through the entire law-making process as they draft a bill about an issue that affects them personally or their school community. The flipbook contains the following pages:

  1. Identify an issue
  2. Propose a law
  3. Checks and balances
  4. Presenting a draft bill
  5. House committees
  6. Improving the bill
  7. Presenting the bill

Each page includes question prompts to guide your students through the process, and lined spaces on which they can record their findings.

Through participating in this activity, students will be engaged in both independent research and collaborative discussions… just like our Parliamentarians in Canberra!

The beauty of this open-ended task is that it enables students to engage with the activity at their own level. Everybody wins!
