Expanded form is a term that describes writing a number according to the value of its digits. You can think of the math concept this way: If you have the number 435, it would be written in expanded form as 400 + 30 + 5. That means there are 4 hundreds, three tens, and 5 ones in this (expanded) number. Teaching expanded form is a way to help students get familiar with place value.
